Project Description

The SOlide WASte (SOWAS) Management Project in Jordan aims to improve the institutional and technical conditions for development of a sustainable circular economy in Jordan. The project addresses the core problem that institutional and technical conditions for the development of a sustainable circular economy have been defined but not yet developed and implemented. Current local and national authorities are not yet in a position to adequately initiate cooperation for an enhanced circular economy.

Major Activities

  1. Establish cooperation and communication structures between the Ministry of Local Administration (MoLA), the Greater Amman Municipality (GAM) and the Ministry of Environment (MoEnv). The project will also identify important private companies, formalizing all this information in a diagnostic study.
  2. Implement dialogue formats with private companies and public authorities.
  3. Establish networks to discuss the use of gender sensitive approaches in the waste management industry.
  4. Foster communication with municipalities (e.g., peer-to-peer learning models, knowledge management systems, and open dialogue formats).
  5. Development of a comprehensive plan for sustainable financing.
  6. Provide support to MoLA on the development and utilization of a benchmarking system.
  7. Provide technical advice and support on the consultation processes for MoLA’s revision of the National Solid Waste Management Strategy.
  8. Provide targeted support for up to five new municipal administrations in developing waste management plans; and continue support and coaching to existing municipal partners.
  9. Provide on-going capacity development activities that include peer-to-peer learning, permanently available multimedia learning tools (e.g., podcasts and videos), and in-person networking events.
  10. Develop plans for three (3) pilot projects on source separation and collection within GAM.
  11. Support the implementation of the three (3) pilot projects, working closely with GAM staff.
  12. Analyze the conclusion of the three (3) pilot projects, reporting on economic and institutional sustainability and presenting lessons learned.
  13. Develop models for private sector operators to promote recycling in the SWM value chain.

Project Description

The project supports Berqesh Municipality in developing local Solid Waste Management (SWM) Plans. These plans address both institutional development and technical design to produce an integrated, effective, and sustainable SWM system.

Major Activities

  1. Assist Berqesh Municipality to design and develop detailed, and realistic, local SWM plans for sustainable SWM.
  2. Employ participatory methods to include stakeholders’ and community members’ concerns in the implemented plans.
  3. Coach municipal staff on developing local SWM plans that are in line with the National SWM Strategy and Regional SWM Master Plan.
  4. Review and validate collected data and coach municipal staff on conducting waste composition analysis.
  5. Propose and establish a sound and economically self-sustaining institutional framework for SWM. The framework is housed within the municipality and is capable of initiating, operating, and supervising the delivery of SWM services.
  6. Identify the appropriate technologies and approaches for SWM that are effective, efficient, and sustainable.
  7. Investigate and propose potential sources of revenue for the sustainability of the SWM system.
  8. Coach Berqesh staff to implement plans that incorporate continuous education and outreach programs.

Project Description

The project facilities the Twinning and Exchange Program to update and improve the official Waste Management Plan for the city of Madaba. The project deploys a participatory approach to gather data on the current status of waste management in the city, and to solicit widespread input from stakeholders on planning and improvements.

The project will also include the definition, and on-going support, for a tailor-made improvement project for the city. The tailor-made project will draw from the successes and lessons learned in the municipalities participating in the Twinning and Exchange Program.

Major Activities

  1. Deploy participatory methods for the update to the Madaba Waste Management Plan; and ensure the scope of the plan is aligned with the interests of the municipality and key stakeholders.
  2. Establish a roadmap of activities and benchmarks.
  3. Establish information flow procedures.
  4. Update the Madaba Waste Management Plan and project concept notes, including the information obtained in the City Waste Management Diagnostic Report.
  5. Facilitate the Twinning and Exchange Program by facilitating online meetings and on-site visits for twinning and exchange partners.
  6. Propose and implement one tailor-made improvement activity in Madaba. This activity should come out of the Twinning and Exchange Program, drawing on the successes and Lessons Learned from other cities in the wider MedCities program.
  7. Submit a formal summary of all activities.
  8. Deliver a PowerPoint presentation to all relevant municipal employees, summarizing the waste management plan and lessons learned.
