Project Description
The SOlide WASte (SOWAS) Management Project in Jordan aims to improve the institutional and technical conditions for development of a sustainable circular economy in Jordan. The project addresses the core problem that institutional and technical conditions for the development of a sustainable circular economy have been defined but not yet developed and implemented. Current local and national authorities are not yet in a position to adequately initiate cooperation for an enhanced circular economy.
Major Activities
- Establish cooperation and communication structures between the Ministry of Local Administration (MoLA), the Greater Amman Municipality (GAM) and the Ministry of Environment (MoEnv). The project will also identify important private companies, formalizing all this information in a diagnostic study.
- Implement dialogue formats with private companies and public authorities.
- Establish networks to discuss the use of gender sensitive approaches in the waste management industry.
- Foster communication with municipalities (e.g., peer-to-peer learning models, knowledge management systems, and open dialogue formats).
- Development of a comprehensive plan for sustainable financing.
- Provide support to MoLA on the development and utilization of a benchmarking system.
- Provide technical advice and support on the consultation processes for MoLA’s revision of the National Solid Waste Management Strategy.
- Provide targeted support for up to five new municipal administrations in developing waste management plans; and continue support and coaching to existing municipal partners.
- Provide on-going capacity development activities that include peer-to-peer learning, permanently available multimedia learning tools (e.g., podcasts and videos), and in-person networking events.
- Develop plans for three (3) pilot projects on source separation and collection within GAM.
- Support the implementation of the three (3) pilot projects, working closely with GAM staff.
- Analyze the conclusion of the three (3) pilot projects, reporting on economic and institutional sustainability and presenting lessons learned.
- Develop models for private sector operators to promote recycling in the SWM value chain.
